Acceptance Criteria:

Get devstack provisioning test to pass again.

Devstack provisioning failed for ecommerce. (OpsGenie link)

Originally assked purchase to look into this in Slack.
They mentioned ecommerce has not changed, and pointed out [BUG] setuptools fails on 'pytz (>dev)' with 'Expected closing RIGHT_PARENTHESIS' pypa/setuptools#3889.
