As part of Devstack Milestone 1 - Handle devstack.py depr we are removing metrics logging from devstack.
This PR removes script for sending metrics
send_metrics.pyand all the target inMakefilefor opting in metrics logging.Issue Link: edx/edx-arch-experiments#718
