We need to define actors and roles, so that we can progress the discussion on #4

Actors:

Nations / National Jurisdictional Authorities
Parties - exist within a national jurisdiction

Roles:

Export Customs Authority
Import Customs Authority
Exporter
Importer
Export Delegated Authority
Import Delegated Authority (do we need this?)
Export/Import Agents (do we need these?)
