包括jui.org的示例，点击“页面一（外部链接）”，显示不了baidu页面。

通过url：
<a href="http://10.x.x.x/spider/xuqi/index.html?organCode=${userOrgan.orgCode }" target="navTab" rel="external"external="true">弹出窗口，在打开的navtab中也显示不了。

请问这个问题是因为什么原因导致的呢。
