install.py file

Greetings,

I'm currently developing a web-based game in Django, as part of my IT study. 
Because cronjobs provide a great base for a tick system, which is a major part 
in any web-game, I've come across your small, but rather efficient program.

My only complaint with this library is that it does not include a setup.py 
file, which is definitely a big disadvantage to django-cron. I've decided to 
make my own setup.py file (attached).

I hope you (and others) will like this and that you will add it to the project.
