The DevExp rotation is responsible for making sure incoming requests get dispatched correctly. The tooling can assist by

  • triage person selects team
  • from team we pick
    • developer on rotation for that team.
    • CODEOWNER for files changed in PR
    • TL of team

CODEOWNER and TL are simple lookups. For rotation oncall, I think we'll need to export it from the internal systems into a flat file and do a lookup from that.
