Build docker multi arch images (ARM support)

In order to run the dotbase stack locally on ARM architecture machines (Apple silicon macbooks etc.), we need to build our docker images also for this architecture (linux/arm64).

Acceptance Criteria:

• build docker images for architectures
  • linux/amd64
  • linux/arm64
• change it in
  • create-release workflow
  • create-pre-release workflow

Now that the Github Actions were updated to build multi arch images, we need to verify they work as expected when creating (pre)-releases. The next release is planned for Tuesday (July 18th 2023)
