Conversion Fee

Potentially add in a conversion fee for exchanging

@SeanMcOwen Haven't seen a conversion fee in their docs, so probably a constant parameter is good for now. We shouldn't design an optimal fee mechanism in any event.

@jshorish I am going to get Quai feedback just in case there is anything we missed for fees, otherwise will just add simple constant fee paramter

Need to figure out: Which currency should we do it in / should it be constant percentage or constant dollar amount
