Current article info in footer

Show last change(s) made to the current article in the footer of the page. Also add actions to edit the article. Thoughts on this @petriw, @Virrum?

It's implemented in the docsy theme right now and it works for all pages that aren't in a submodule, eg. the whole Concepts folder and References -> Runtime. Making it work for submodules would probably need a slight moidfication to the Hugo shortcode responsive for this.

Same goes for actions to edit, works for pages that are actually in the Documentation repo. I'll have a look at this some evening.
