The temporary DITA file that is being produced as the first step of this transformation has XML code that is modified in comparison to the original (syntactically correct) code. This causes some checks to be impossible.

An example:
<xref keyref="key_name" scope="local> in the original code is being modified before the checks are run to . Therefore, a check for the existence of @scope always fails.
