Windows notifications

Several people have recently requested better Windows notifications. Either they are not able to adjust notifications in the Windows notifications manager or recently 'something' seems to have changed and are not getting notifications anymore.

Request:

1. manage notifications in system notifications manager
2. see a visual (i.e. dot on the icon) indicating a notification was missed but a message is waiting in the Diode app
3. sound alert (probably connected with 1.

Mainly addressing a static notification if the original brief pop out notification is while doing something else or away from the computer.
