cchq <env> service elasticsearch stop is overly complicated and unreliable

Sanjay noted that cchq production service elasticsearch stop didn't work very well, and I noted he'd been at it probably just waiting for a while. Stop necessarily involves downtime, so it doesn't make sense to do a "rolling stop". Should be just a simple stop on all nodes.
