Project creation permit

Hello.

I try to setup some security on my instance by playins with general roles, and roles on project.

But I did not see how to setup a role which can create new project without having the global administration permit.

May be I will be nice to have this kind of security, like the read only access, but with creation.

You owned your product and plan modifications as you want.

One day (may be) I will setup a dev env and try to implement things.
