Humanitarian finance data should be multiplied to have it in millions. #24

The data in the humanitarian finance table [data_series.in_ha] is currently in values that one ought to multiply by 10^6 to have it in right values. Could you please do this at the database level.

@epicallan, here is a snapshot from the data_series.in_ha table for year = 2014 showing the top 10 recipients of HA:

The values in the table are in the units of 10^6 already. E.g., Jordan:
