Hoping to get PR review on department-of-veterans-affairs/vets-website#33066. 3 days have not passed, however, the inability to merge PRs that include schema updates is creating test failures between team's PRs. This PR needs to be merged to unblock another team's PR. The PR is for a form that only lives in staging presently.
