Drupal: Update Connect with Us external link title field helptext

Description

We have confirmed that on Connect with Us blocks, the External LInk > Link text field is ALSO used to create link text for all social media links.

That is not clear or documented anywhere. I am proposing that the most straightforward way to document this would be helptext on the field itself.

@FranECross I made this ticket today, because this is a weird thing happening on CLPs and Benefit Hub Landing pages. This is properly tech debt that could rot in the backlog forever, but it's also weird product documentation that I'm not sure how else to document it. We could opt to close this and figure out a KB instead (I don't think "connect with us" content is addressed in KBs anywhere? need to double check). I put it in the Draft content epic bc that's where it popped up, but it can move if it needs to, and shouldn't block finishing that epic.

We also might find out that this External LInk field treatment is used in other Drupal places that mean we can't have custom helptext in this location. A drupal person would have to confirm / deny that.

@jilladams Thanks for ticketing! I think we should have it fixed as suggested if possible, so I put it in the To Refine column. It can be an option for a future sprint for filler, and I can also update or create a KB article as well.
