SimCity 4 runs as a background process (any version)

The game cannot natively run above resolutions higher than 1920x1080 so I needed a wrapper. People on the simtropolis forums pointed out that dgVoodoo2 works perfectly fine so I decided to try it but whatver I did I could not get it to run properly. The exe starts but as a background process, I tried other resolutions as well but to no avail. I will attach my .exe folder and cofigs on the control panel. Not exactly sure what else you need but I will try to provide.

I'm running win 10 ver2004 and a GTX 1080.
