Bug: Repairs get stuck in a loop #100

Expected Behavior
Once a repair is complete, it does not need to repair the same file on the next repair cycle.

Actual Behavior
The repair gets stuck in a cycle where it repairs the same file every hour. Restarting zurg breaks the repair cycle and everything goes back to normal.

Detailed Steps

Operating System
Running docker on Alpine Linux in a Proxmox container.

Environment Setup
Running 0.9.3 HF 11
