DCMI presentation of ISO 25964 namespace

We should create a Web page about the ISO 25964 namespace. Ideally, that page would have a paragraph or two to explain what the namespace provides, with some historical context. For starters, I see some interesting general points in an article by Clarke and Zeng, eg:

• ISO 25964 Part 1 and SKOS were developed in parallel over the course of a decade, and their creators were in close touch.
• "Both teams drew liberally from the best of the concept-centered intentions of ISO 2788."
• The data models are largely compatible, especially in light of SKOS-XL.
