We could possibly upload a list of all approved users for each election? (like (how it is planned to be) in durn2.0)

Removing a user and then blacklisting if they get nominated should work to blacklist an approved person, right?
The whitelist is a bit weird though. It seems like someone could simply log in and accept/decline emails and then they're considered whitelisted
