[Bug] Telegram images

Describe the bug
There are 2 issues here:

1. Map does not have background
   In some cases map comes with no background (only accidents markers). Perhaps it's related to the time you defined when downloading it.

2. Infographic images in telegram are in a different order than the one the appear in our FE

Expected behavior

1. Map should have google maps background
2. Infographic images should be in the same order as our FE

One more issue we just saw:
3. After location approval, not all widgets are sent.
For example, this newsflash had a location approval sent to Telegram, the Map with markers widget was not sent to Telegram

One more issue that we encountered:
After location approval of this news flash the telegram infographics are of the previous location, rather than new location.
