Hello everyone:

Just letting you know that starting from 1.4.1 version, we will publish JARs to Maven Centrals with a Windows binary (xgboost4j.dll).

For example, the XGBoost4J JAR from Maven Central (https://repo1.maven.org/maven2/ml/dmlc/xgboost4j_2.12/1.4.1/) now contains xgboost4j.dll.
