On the IPA level, the serialisation tests are passing.

The verkle proof formats have not been checked because the proof format being used in go-verkle needs to be modified to add extra information needed for the stateless verifier to update the state root. Once this has been added into the go-verkle, we can add serialisation tests for verkle proofs
