This PR adds an applet to Tweaks, it allows users to save tweaks and access them quickly from the applet.

This does work as expected and just needs the README updated

Is there a small delay while opening the applet? I'm noticing that on my system.

It can be a little glitchy and slow I think.

You got me excited by saying "Quick settings", then I realized it wasn't this:

I was wanting to make something like this too, but it'd involve smushing a lot of the backends of the other applets together and I haven't had time to fully prototype it. Maybe we could put our heads together sometime and make it happen. That is if you're interested.

In fact, I'm less interested in the UI development of such an applet, and I feel like you've had more experience with libcosmic, perhaps I could do the backend smushing and you could help out with the frontend
