We expect support for user logins. At launch we'll be operating a closed beta for invited users only, we expect to expand this as the site grows, and explore support for anonymous users in Phase II.
User participation and conversations are expected to be relatively light touch in Phase 1 of the project, allowing for discussions and flagging up issues for the admin team, but not creating a fully fledged forum (this is expected for phase 2).
