While github is great and has amassed many projects, it is far from the only place people share their code. Many use their own websites, or just different services -- SourceForge, Bitbucket & Codeplex being particularly large examples.
This isn't as obvious of a solution as you might think, as it presents a problem: Outside of a structured web site (like hosted code) how do you ensure what you're linking to is actually code? Granted, this isn't solved on the hoster's end (you can easily make a repository full of spammy links in markdown files, for instance) it isn't generally a problem. Perhaps punt it?
(This isn't about authenticating, just linking to open source projects.)
