When posting a question, you see text boxes for the body, title, and tags, and a visually-similar selector for the license. Their borders (size and color) are inconsistent. I've been caught by this too, trying to type a title into the tags field, and I think the report here nails it: the eye is drawn to the field with the border, which is tags not title.
These should all have the same visual treatment. There's some discussion of the specific CSS in the meta post.
