Just draft for now since it's based on the draft #158.
This implement an intel version of Sm90LinCombDeEltAct/Sm90AuxLoad, XeLinCombDeEltAct/XeAuxLoad. These are needed because XeAuxLoad goes directly from global to registers rather than via SLM.
