fGetTimeRanges reports data at a time and position where there is no data #230

e.g. It returns two time ranges -- [7.79551432e+08, 7.79551545e+08], [8.16640222e+08, 8.16640336e+08] -- for skypos=[20.786006, 311.790083], but there are no events within 10 degrees (!) of this coordinate at the time ranges given. How can this be?

there has to be an occasional bug in the DB, the aspect data is loaded into the DB independent of the photon data, There were a few eclipses of photon data that didn't make it through gPipe, i.e. a hard crash and I recorded which eclipses didn't get processed, (somewhere). I'll see if this is an instance of that situation.
