scale_openshift image needs new rhel8 oc client - GLIBC_2.33 not found #485

The same error we've seen in other places.
Now that rhel8 oc binaries are published under a new name, we must update the image.

See logs from a run today (Nov 14 2024).

[2024-11-14T19:50:40.163+0000] {subprocess.py:93} INFO - oc: /lib/x86_64-linux-gnu/libc.so.6: version `GLIBC_2.33' not found (required by oc)
