I got Jackhammer before Pressure Bomb on one seed and it gave me the water bar.

But getting Grenade before Bomb didn't give me the water bar.

So something weird happens with one of those.

Grenade is not a standalone upgrade, but a Bomb upgrade. So it makes sense that you cannot use it without having the Bomb
