Investigate using CKAN Hierachy Extension

Capturing the City structure in the Metadata was fairly painful, so an idea might be to look at this organisation nesting extension (i.e. the organisation hierachy should match the City).

Right now, organisations = directorates, and departments and branches are fields. These are validated against the city structure I scraped from Cityweb.

Making all organisational units CKAN organisations provides a clearer onramp to access management - permissions would be automatically scoped in an intuitive way by mirroring the organisation's structure.
