Design: Allow renewal of expired domains

Issue description

Add option for non-org and org model users (specifically those with domain management access) to renew domains that have already “expired”

Acceptance criteria

• Update design for domain management page / dashboard(?) to include renewal option for expiring domains (could just mean placement of button)
• Update copy for expired status
• Review with pod
