Current Behavior

Transferring a user to another user when both have the same portfolio role will throw an error: no duplicates constraint

Expected Behavior

You should be able to merge users that have the same portfolio permissions

Steps to Reproduce

  1. Navigate to a user that has a permission for portfolio 'x'
  2. Click on transfer user
  3. Select a target user that also has a permission for portfolio 'x'
  4. Click submit
