Issue description

The default permissions for GITHUB_TOKEN will change in our org soon. Let's make sure manage.get.gov's Actions still work after the change.

Acceptance criteria

  • Install Monitor on all repo action/workflow .yaml files
  • Make any updates based on a Monitor run to expressly define permissions
  • Remove Monitor

@abroddrick I tested all the workflows in this repo during the brownout and they all worked fine. I think we can just close this sub-issue, it doesn't appear that get.gov needs any changes.

That is interesting! Monitor didn't reveal anything for them either?
