Describe the problem

Couldn't find the official docs for this feature on Element, but I think it's used to throttle traffic for big federated rooms, so my homeserver doesn't blow up.

I think #44 and #740 are the best solution if we want to mark bunch of rooms as favorite and rest of the room eventually be low priority.

I don't think this feature has any relation to throttling of rooms.

I think both should be implemented. In Element unread low priority rooms don't bubble up to the containing spaces, which I find pretty useful.
