Make fishing bag actually fishable

My guess is check majrusz config, and if all else fails, add it to the fishing pool w a datapack, well need to learn how to modify fishing at some point down the line anyway

this may be fixed by #712 as the changelogs mention "- changed fishing requirements for Angler Treasure Bag from 20/15/10 to 16 on all game stages"
