Add Fuses for SOC Manifest #662

This request is for adding the following fuses:

SOC Manifest Max SVN (4 Bytes): This indicates what the supported max SVN is.
SOC Manifest SVN (16 Bytes): This is a one-hot encoded fuse indicating the actual SVN.

@mhatrevi Please update the main spec with this info, then we will apply the change to caliptra-rtl.
