Switch to nextest for testing

The main blocker for nextest is our integration tests, which must run one at a time since they build different linker scripts. Nextest seems to parallelize them too much, and this behavior is hard to control on a per-package level. (But we don't want to run the rest of the tests single-threaded since there are so many).
