update gemrc file in compile time, before installing gems in recipes later in runlist

run rubygems followed by chef_gems recipe

Expected Result:

[What are you expecting to happen as the consequence of above reproduction steps?]
gems install and gemrc file is updated

Actual Result:

client run fails, but succeeds second time, assuming this is due to gemrc resource not being run in compile time
