Multiselect: drop-down arrow is not clickable to close drop-down when max selections is showing #1197

To Reproduce
Steps to reproduce the behavior:

Go to https://www.consumerfinance.gov/about-us/blog/
Click on five items in the "topics" drop-down so the "Reached the maximum of five selections" message.
Click the down arrow icon and see that the drop-down is not closed, as it is before the max is reached.

We talked about making the multiselect a web component, this could be addressed as part of that work
