As a user, I want TRAM to propose sub-techniques, so that I can perform complete mappings.

Acceptance Criteria:

This line of code is changed to not chop the technique label: https://github.com/center-for-threat-informed-defense/tram/blob/master/src/tram/tram/ml/base.py#L168
