EPIC: share encoding

This is a tracking issue for all share encoding issues. Issues that represent breaking share encoding changes need to be completed prior to mainnet.

Mainnet

• Deprecate useShareIndexes=false #1110
• Test share encoding using random block data using PrepareProposal #1322
• Consider refactoring Share type #1443
• Implement namespace version byte #1434
• Implement 32 byte namespace IDs #1444
• Enforce that a portion of the namespace is not used during consensus #1489

Post-mainnet

• Implement API for parsing out of context shares with explicit tests for reserved bytes #802
• Proposal: Add a byte before each transaction that indicates its type #1105

FYI the share encoding issues needed for the mainnet milestone are complete. The post-mainnet issues have the "Post-mainnet" milestone so I'm going to close this epic in favor of tracking via the milestone and label "share-encoding"
