【Feature】若部署计划失败，或者部署容器执行失败，可选择删除部署计划 #464

目前情况是，当部署容器出现问题停止后，部署计划无法删除，因为部署计划停滞在运行中，处理逻辑是，只要有正在运行的 task，就无法删除部署计划
