Describe the bug
When two annotations overlap, only one of them is displayed when trying to display the PoP Panel.

To Reproduce
Steps to reproduce the behavior:

  1. label>MultiMode
    Annotate the image where the two annotations overlap
  2. Save the annotation
  3. layers>Human>other
    Display the annotation created in 1.
    Click the annotation to display the pop panel
    When there are two overlapping annotations, only one of them will be displayed.

Expected behavior
All Pop Panels appear when two or more overlapping annotations are clicked
