Improvements to the generating script

• Don't add files that aren't needed by target. E.g julia requirements
• Don't add packages that aren't needed by target in the requirements.txt. E.g, R packages
• Organize base requirements into scipy-base and datasci-base in the requirements.txt. There are many ML and stats packages that are not needed by more basic spicy classes
