org-review-insert-last-review overrides NEXT_REVIEW

This is an opinion about the behaviour of org-review-insert-last-review.

I would say that the property NEXT_REVIEW should not be overriden when inserting a last-review, unless the computed new next review comes after the current next review.

If the new computed next review comes before the current next review, it may mean that I reviewed the item before I had to, but that doesn't need to change the current review date. In this case, I want to register my last review but I do not want to change the current review date.
