When a user navigates from a program's Recent list (by hovering over a program directly from the Start menu), then navigates to the All Programs list, the All Programs list is offset incorrectly.
What you expected
The All Programs list should have the correct (original) offset.

Thanks for reporting, I don't think I've seen this exact issue before. There also seems to be a similar problem with the Search box after opening the jump list, and it only happens when the Taskbar is on the right. I have a feeling both issues are related.
