Issue with setting Imported Pages to 'Draft'

It seems when the content is imported, each content item is duplicated on the destination export.cfc#L236 site as a published item. Further on in the script, the translated content from the XML is created and saved export.cfc#L281 as as draft item. I now have one published item that was duplicated and the translated item as draft.

In this scenario where I wish to import the content as draft, nothing should be set as published.
