This is related to this jarus/flask-testing#143.
You will need set the version Werkzeug==0.16.1
Note flask rest-plus is no longer being maintained

This project has been forked to Flask-RESTX and will be maintained by by the python-restx organization. Flask-RESTPlus should be considered unmaintained. - [github page]

A new package will have to be created for that flask-restx module going forward
